My budgie loves kleenex tissues too!
When I was a small child I too loved destroying kleenex. So they are in good company. I don’t think I chewed it up and made spit balls though, just liked to rip them one after the other out of the box. It’s a very rewarding feeling.
I guess they ran out of feathers so they had to move on to something new.
